In 24 months the project develops three large WPs in chronological sequence:

– Key actors training targeting (new) cultural mediators and former victims to become peer trainers;

–Integration measures for THB victims / groups at risk offering mediators rehabilitation ad adjustment paths;

-THB awareness-raising activities, with an eighth partner competent in digital social engagement, to launch in 6 countries the Stuck in trafficking awareness campaign for professional categories that can intercept the victims (bus drivers, taxi drivers, railway workers, pharmacists, restaurateurs, etc.).

 Kleos wants to reach and help at least 700 adult victims, 50 unaccompanied minors, train 50 new operators and raise awareness among up to one million people, building at least 60 strategic collaborations with private and public companies and professional categories.

The “Continugee” project specifically aims at creating a partnership,

1. taking into account the present condition of refugee children and adolescents from the reception areas to the places of “permanent” settlement,
2. study best practices for the above-mentioned issues,
3. develop a needs-based curriculum and an in-service training program and implement it in schools and education institutions of participant organizations,
4. taking into consideration the local conditions and aiming at maximizing the European value along with refugees linguistic and cultural background of such interventions.

The general objective of this project is to develop structured, organic measures that can effectively promote the integration of third country nationals victims of THB in the host societies, in view of finding durable solutions and preventing re-trafficking. For this purpose we will adopt a holistic and victim-centred approach that offers a continuum of care and support considering above all the gender, age and form of exploitation of beneficiaries.

The choice to involve 5 EU Nations, with a diverse range of local situations, aims at exchanging good practices and useful tools intended to engage institutions, relevant stakeholders and civic society organizations, firstly among the 5 participating countries, secondly replying these practices in other EU countries engaged in the fight against trafficking in human beings. The action plan intend to:

• promote capacity-building of professionals involved in the identification and support of victims of THB, providing a multi-agency and multi-disciplinary training;
• increase awareness of victims of, or at risk from THB to self-assess the risks through awareness-raising meetings and elaboration of a u2018FAQ sheetu2019 made u201cby victims for victimsu201d;
• enhance economic empowerment of women victims of THB offering: language training courses, a process of assessment/ validation of competencies and actions of skills enhancement;
• reduce PTSD symptoms and emotional distress in women victims of THB/sexual exploitation, through NET treatment sessions;
• increase exchange and dissemination of good practices arranging transnational visits and developing specific Guidelines based on the fieldwork experienced in the 5 European contexts.

The expected number of 580 direct beneficiaries, and around 5000 indirect beneficiaries, included those at short, medium and long-term. The number of indirect beneficiaries has the makings of further increase through transferability and dissemination.

MedTOWN is a cooperation project financed by the European Union through the European Neighbourhood Instrument of Cross Border Cooperation within the framework of the Mediterranean Basin 2014-2020 Programme. The main objective of the project is to promote and demonstrate initiatives of co-production of social services through the cooperation of public, private and social solidarity economy (SSE) sector as well as to strengthen the role and the capacities of the SSE actors in the co-production model through a shared Community of Practice and a better regulated framework.

Public services face an unprecedented set of challenges: increasing demand, rising expectations, seemingly intractable social problems and, in many cases, reduced budgets. In Europe previous approaches have produced important improvements in some area, certainly, but failed to tackle the structural inequalities that are fuelling the demand for services. In the Arab world, heterogeneous and fractured social structures, along with occupational shifts from agricultural to industrial and service activities, are overstretching already weak social services schemes that fails to address the real drivers of poverty, inequality and exclusion. MedTOWN is an initiative focused on the combined potential of agents of the social and solidarity economy (SSE), citizenship and local authorities to co-produce the social policies that can fight poverty, inequality, social exclusion and environmental unsustainability in the riparian countries of the Mediterranean basin, providing them with tools and connections to help them build local resilience and foster their transition towards becoming more fair, resilient and sustainable societies in the Euro-Mediterranean region.

The initiative is based on Action Research to support the design of effective public policies on the provision of social services. To that effect a series of experimental actions deploying a co-production model will be undertaken and will serve both as effective modalities to increase the effectiveness of social services delivery during the project and as test-monitoring of results for policy design.

What will be improved?

MedTOWN will provide authorities with low-cost and innovative capacities to deliver quality social services. This will be done through: Social Experimentation on co-production and complementary currencies in the Territories, Policy Dialogue within national strategies and regulations on SSE and social services and Policy and Regulatory Framework for co-production in social services.

The project will support social services provision for 11.376 people strengthen/create partnerships in all participating countries will generate  work; opportunities, will create a Mediterranean database with evidence-based analysis on Regional co-produced social services and will provide 42 policy recommendations.

The RNYN project aims at developing a model of comprehension for rural NEETsu2019 social exclusion risk and protective factors based on the bioecological model. It focuses on three specific goals:

(1) upholding future research capability, with an emphasis on Early Stage Researchers (ESR) and Inclusiveness Target Countries (ITC);

(2) creating a rural NEETsu2019 online observatory; and

(3) fostering knowledge use by policy makers and practitioners.

The RNYN work plan will be produced by 4 working groups; it will contribute to define a coherent model for future research, based on an intensive survey of national and cross- national trends regarding rural NEETsu2019 profile and support systems, as well as methodological and intervention best-practices in the field. RNYN added value stems from an eclectic theoretical, disciplinary, institutional and international approach and in upskilling ESR in ITC that are more affected by high rural NEET rates. In the long run,
RNYNu2019s scientific impact will lead to the creation of a rural NEETsu2019 observatory, integrating ESR in a broad multidisciplinary community and strengthening the COST Inclusiveness Policy.

Long-term socio-economic impact is expected to be translated into (in)ternational legislation to tackle rural NEETsu2019 needs and promote sectoral innovations. RNYN is a timely proposal by creating networks/platforms to organize findings, connect critical mass dealing with rural NEETs and build up research capacity. It is also socially relevant, by aiming at informing policies and on-the-ground practices.

Σκοπός του προγράμματος είναι η υποστήριξη ανέργων ευάλωτων κοινωνικά ομάδων και υφιστάμενων επιχειρήσεων, προκειμένου οι δράσεις υποστήριξης των ανέργων να αναπτύσσονται με βάση τις ανάγκες των επιχειρήσεων που συμμετέχουν ενεργά στο σχέδιο και ταυτόχρονα υποστηρίζονται από αυτό, για την ενίσχυση της ανταγωνιστικότητας τους (business driven networking). Το Σχέδιο Δράσης βασίζεται στη δυναμική της περιοχής της Αθήνας και έχει ως κεντρικό στόχο τη δημιουργία θέσεων απασχόλησης στα πλαίσια ενός ολοκληρωμένου σχεδίου ενίσχυσης της ανταγωνιστικότητας συστάδων ΜΜΕ μέσω καινοτόμων μεθόδων αμοιβαίας μάθησης και συνεργασίας. Το έργο ενισχύει την προώθηση της ανταλλαγής καλών πρακτικών και τη διάχυση της μάθησης μεταξύ των ΜΜΕ για την ανάπτυξη βιώσιμων λύσεων και εργαλείων ενίσχυσης της ανταγωνιστικότητας τους, με σκοπό την ανάπτυξη της επιχειρηματικότητας και τη δημιουργία νέων θέσεων απασχόλησης τόσο σε υφιστάμενες επιχειρήσεις, όσο και σε νέες ιδιαίτερα στο πεδίο της κοινωνικής οικονομίας. Το παραγόμενο προϊόν του Έργου θα είναι ένα τοπικό Δίκτυο Επιχειρήσεων (Learning Network), το οποίο θα δημιουργηθεί στα πλαίσια του Σχεδίου Δράσης. Το Δίκτυο θα υποστηριχθεί μέσω των δράσεων του Σχεδίου ώστε να δημιουργήσει νέες θέσεις απασχόλησης με προοπτικές διατήρησής τους στην παρούσα οικονομική συγκυρία, να βελτιωθεί με συστηματικό τρόπο η ανταγωνιστικότητα των μελών του και να συνεχίσει τη δράση του και μετά την ολοκλήρωση του παρόντος Σχεδίου. Η ομάδα- στόχος αφορά 100 άτομα τα οποία θα προέρχονται από ευάλωτες κοινωνικές ομάδες όπως άτομα ευρισκόμενα σε κατάσταση φτώχειας ή απειλούμενα από φτώχεια.

Το πρόγραμμα υλοποιήθηκε με ανάθεση του Υπουργείου Εργασίας, Κοινωνικής Ασφάλισης και Πρόνοιας, της Γενικής Γραμματείας Διαχείρισης Κοινοτικών και ‘Αλλων Πόρων, της Ειδικής Υπηρεσίας για την Κοινωνική Ένταξη και την Κοινωνική Οικονομία (Ε.Υ.Κ.Ε.Κ.Ο.), με συγχρηματοδότηση από το Ευρωπαϊκό Κοινωνικό Ταμείο. Δικαιούχο φορέα αποτέλεσε η Αναπτυξιακή Σύμπραξη Ορίζοντες Απασχόλησης και στην εκτέλεσή του συνέπραξαν η Αθηναϊκή Αναπτυξιακή- Σύμβουλοι Διοίκησης και Ανάπτυξης Α.Ε. (συντονιστής), ο Δήμος Καλλιθέας, το Ινστιτούτο Μικρών Επιχειρήσεων Γενικής Συνομοσπονδίας Επαγγελματιών Βιοτεχνών Εμπόρων Ελλάδας- ΙΜΕ ΓΣΕΒΕΕ, η Επιστημονική Εταιρεία για την Κοινωνική Συνοχή και Ανάπτυξη- ΕΠ.Ε.Κ.Σ.Α. και οι Εκπαιδευτικές και Συμβουλευτικές Υπηρεσίες Διάσταση Α.Ε.. Κύριο στοιχείο για το έργο, αποτελεί η παράλληλη προσέγγιση και υποστήριξη των ανέργων ευάλωτων κοινωνικά ομάδων και των επιχειρήσεων, προκειμένου οι δράσεις υποστήριξης των ανέργων να αναπτύσσονται με βάση τις ανάγκες των επιχειρήσεων που συμμετέχουν ενεργά στο σχέδιο και υποστηρίζονται μέσω των δυνατοτήτων του έργου για την ενίσχυση της ανταγωνιστικότητας τους. Ωφελούμενοι του Τοπικού Σχεδίου Δράσης στην Καλλιθέα, θα είναι 100 άνεργοι, εγγεγραμμένοι στα Μητρώα Ανεργίας του Ο.Α.Ε.Δ. που εντάσσονται στις ακόλουθες ευάλωτες ομάδες του πληθυσμού (μακροχρόνια άνεργοι άνω των 45 ετών με χαμηλά τυπικά προσόντα, Αμ.Ε.Α., Αρχηγοί μονογονεϊκών οικογενειών, άτομα ευρισκόμενα σε κατάσταση φτώχειας/απειλούμενα από φτώχεια).

Η συνεργασία των φορέων  αξιοποιώντας την πολύτιμη εμπειρία και την τεχνογνωσία που έχει αποκτήσει από την επιτυχή υλοποίηση προγενέστερων προγραμμάτων του ΕΤΕ και ειδικότερα τα έργα 4.1/10 και 1.4/09 σχεδιάζει να πραγματοποιήσει τις επόμενες δράσεις:

– Ανάπτυξη Δικτύου συνεργασίας που θα συνδέει εκπροσώπους των Συμβουλίων Ένταξης Μεταναστών και άλλων παρόμοιων οργάνων της Τοπικής Αυτοδιοίκησης σε επίπεδο ΕΕ και εκπροσώπων οργανώσεων μεταναστών σε ευρωπαϊκό επίπεδο.

–  Οργάνωση 5 Εργαστηρίων Διαβούλευσης (Workshops)

–  Συγγραφή  4 θεματικών Οδηγών

Πρακτικές, ειδικά ζητήματα ένταξης στην αγορά εργασίας όπως η αναγνώριση των δεξιοτήτων, πρακτικές για την εκμάθηση της γλώσσας της χώρας υποδοχής, ζητήματα φύλου.

–  Ηλεκτρονική Πλατφόρμα διάδρασης

Η ανάπτυξη και η λειτουργία της ηλεκτρονικής διαδραστικής πλατφόρμας επικοινωνίας-συμμετοχής (eΣυμμετέχω) θα αξιοποιήσει τα κατάλληλα εργαλεία λογισμικού για τη διευκόλυνση της επικοινωνίας και της συμμετοχής των μελών του Δικτύου, την τεκμηρίωση των δράσεων του και την υποστήριξη κοινών δραστηριοτήτων των ομάδων εργασίας του.

–  Έκθεση Συμπερασμάτων του Δικτύου

Καταγραφή και σύνθεση των προβληματισμών, των πορισμάτων και των προτάσεων που θα προκύψουν από τις εργασίες του δικτύου με στόχο τη συμβολή στο διάλογο και την ανάπτυξη πρωτοβουλιών στο πεδίο της ένταξης του μεταναστευτικού πληθυσμού.
